The Village of Hortonville Board awarded milling and overlay contracts for John Street and Fountain Court to the lowest bidder, Northeast Asphalt, at its June 19 meeting and discussed how to fund the additional storm-sewer work planned for Fountain Court.
Staff described Fountain Court as being on a spring that forces sump pumps to run nearly continuously; proposed storm sewer around Fountain Court is intended to capture that groundwater instead of allowing it to flow through yards and onto the road where freeze-thaw cycles have accelerated pavement erosion. Staff told trustees the proposal adds multiple storm-sewer catch lines around Fountain Court to intercept sump-pump discharge.
Board members were told the village’s capital improvement program (CIP) includes about $200,000 for these projects. Staff said the low bid was higher than the CIP estimate and proposed using roughly $36,000 from the stormwater reserve fund (reported at about $76,000) and reallocating other line items; a formal budget amendment will be presented at the board’s next meeting to authorize the transfers.
Trustees approved the award to Northeast Asphalt by roll call vote and directed staff to upload the bid documents to the public agenda packet so the bid tabulation is available for inspection.
Ending: Work timing discussed — staff said contractors would delay John Street work until after the summer baseball-tournament season and that sidewalks could be added at a later date without changing the current mill-and-overlay work plan.
