Planning staff finds Crutchfield TIF project plan in conformance with comprehensive plan; commission approves

The commission reviewed and approved the Crutchfield Neighborhood Economic Development Project Plan and the supporting tax-increment financing (TIF) district plan, finding the proposals in conformance with the Tulsa comprehensive plan.
Jeremy Baines of the Tulsa Planning Office told commissioners the project area is generally bounded by East Pine to the north, I-244 to the south, US-75 to the west and North Lewis to the east. He said the project aims to fund public infrastructure and housing, activate underused properties, and further implementation of adopted neighborhood plans, including improved connectivity with downtown.
Staff evaluated the project against the comprehensive plan's major street and highway plan, the land-use map, plan priorities and the Crutchfield small area plan and found the project objectives consistent with those elements. Baines said staff recommended approval.
A speaker from the public registered but did not provide substantive opposition during the record segment provided. Commissioners moved and approved staff—s conformance recommendation.
