The Imperial County Board of Retirement approved adding and funding one retirement specialist (an RS‑2 allocation) to address growing workload and the upcoming pension administration system (PAS) implementation.
Staff told trustees the department faces two primary challenges: implementation of a new pension administration system and higher volume of PEPRA‑era files and retirement estimates. The staff member explained that “Angie is devoting close to 50% of her time to helping our consultant, Linea Solutions,” and that the office needs an additional RS‑2 to maintain service and provide a double‑check function on files.
Trustees discussed alternatives including hiring retired annuitants temporarily and completing a larger reorganization after the county’s class and compensation study. Trustee AJ Gaddis and others pressed for clarity on how the new position fits into prior succession planning and the county’s class and compensation review. Staff said HR had been consulted and that the department must secure board approval and budgeted funds before HR will advance a reorganization request to the Board of Supervisors.
Trustee Suzanne C. Ramirez moved to approve adding and funding the additional RS‑2 allocation; Trustee Jose Landeros seconded. The board voted “aye” with no recorded opposition.
Staff said the additional position will change the existing mix from one checker to two checkers over a three‑to‑two production/checking ratio (three RS‑1s producing work checked by two RS‑2s). Staff also noted that the existing IT role will remain on the organizational chart but many IT duties will be delivered via a county ticketing system and vendor hosting. The board asked staff to continue coordination with HR and prepare the required materials for the Board of Supervisors if needed.
