Council approves midyear budget amendments and MPO funding agreement
Summary
City council approved Ordinance 25-14 to amend FY2025 appropriations and unanimously authorized a Virginia agreement for metropolitan planning funds for the Bristol MPO (Resolution 25-69).
At its June 19 meeting the Bristol, Tenn., City Council approved two routine fiscal actions: an amendment to the current fiscal year 2025 appropriations and authorization to accept Virginia-administered metropolitan planning funds for the Bristol Metropolitan Planning Organization.
Finance Director Holly Barron presented Ordinance 25-14, a set of transfers and amendments for FY2025 that included adjustments to the drug fund, debt service, stormwater fund and school capital projects accounts. Barron described transfers between funds (for example, a transfer to capitalize school projects and to adjust the payment in lieu calculation for stormwater) and said the amendments were a cleanup step to “truing up” amounts prior to audit. The council approved Ordinance 25-14 on second reading by unanimous roll call vote.
Community Development Director Cherith Young asked the council to authorize Resolution 25-69, a standard annual agreement with the Virginia Department of Transportation for Federal Highway Administration metropolitan planning funds administered to the Bristol MPO. Young said Virginia requires the paperwork by June 30; the council approved the resolution by unanimous roll call.
Both measures passed without amendment or lengthy debate; the council recorded unanimous yes votes on both items. Council members said they will continue working on the larger FY2026 budget but that routine fiscal housekeeping and planning partnerships proceed in the meantime.
