Clear Lake approves one‑year municipal employee MOU: 3% COLA, Juneteenth added

The City of Clear Lake and the Clear Lake Municipal Employees Association (CMEA) reached agreement on a one‑year memorandum of understanding for July 1, 2025 through June 30, 2026, which the City Council approved unanimously.
Administrative Services Director Swanson said the agreement is intended to be fiscally conservative and covers one year with a review in 2026. Key terms include a 3% cost‑of‑living adjustment effective the first pay period commencing on or after July 1, 2025; an increase in the annual boot allowance for public‑works employees from $300 to $400; and the addition of Juneteenth as a paid holiday for employees in this bargaining unit.
Swanson said the negotiation team and the association agreed to a short‑term approach to limit long‑term commitments while recognizing employee costs of living. “In a cooperative effort to be fiscally conservative… both parties have agreed to a one‑year contract with a review in 2026,” Swanson said.
The council voted to adopt the MOU; Vice Mayor Slotin moved the action and Council Member Downey seconded. The motion passed unanimously.
Staff noted the agreement covers employees in city administration and public works represented by the CMEA and that as new employees are hired they will be in tiers designed to reduce long‑term pension liability. The adopted MOU will be implemented by Human Resources and Finance, who will adjust payroll and benefits accordingly.
