Children & Youth staff presented agreements with multiple providers: Centre County Children's Advocacy Center (forensic interviews at $450 per interview); Evolution Counseling Services LLC of Altoona (crisis intervention, $95'$175 per hour); Attorney Robert Cabell (Guardian ad Litem services, $85 per hour); Baxter & Kapon (legal services, $85 per hour); Megan Hopkins (Guardian ad Litem, $85 per hour); Mark Remy (Guardian ad Litem, $85 per hour); Wardell & Associates (family reunification, preservation and independent living services, $67.25'$92.05 per hour). Staff noted that the county is passing through grants administered by the Tuscarora Intermediate Unit in Lewistown: one grant for the Mifflin County Communities That Care program at $146,320 per fiscal year and a separate case management/life-skills program with rates from $93 per hour and a not-to-exceed amount of $734,341 per fiscal year.
"The grants were basically, we're just passing through those grants," a commissioner said during the discussion; Children & Youth staff confirmed that providers submit bills to the county office for administration.
Motion to approve the purchase-of-service agreements and grant pass-throughs was moved and seconded; commissioners voted in favor by voice vote.
Why it matters: the agreements fund direct services for at-risk children and families, including forensic interviewing, crisis intervention and legal representation in dependency proceedings. The Tuscarora Intermediate Unit contracts represent significant annual funding that the county will administer.
