Planning Board Prepares Private-Road Standards Review, Will Meet with Consultant July 24

The Planning Board reviewed sample private-road rules and regulations from other Massachusetts towns and agreed to continue work on a local private-way/accepted-street standard. Board members said having consistent standards and a clear waiver framework would reduce ad-hoc variances and provide predictable guidance for developers and residents.
Planning staff compiled examples (including standards on pavement width, cul‑de‑sac dimensions, grades and other technical elements) used by other communities as reference. The board asked staff and consultant Circle to prepare a comparison table that shows accepted-street standards versus private-way standards and to identify the most common waivers the board currently grants. The board will meet with the consultant on July 24 to go through those options and develop draft rules or a recommended checklist.
Members highlighted that private-way approvals should make clear whether applicants intend to seek town acceptance later and that different design standards (and required public improvements) should apply depending on whether a way is intended to be accepted by the town. The board indicated it prefers to reduce the number of ad-hoc waiver requests by creating a limited menu of alternative standards for private ways rather than permitting widely variable exceptions.
Planning staff will send sample documents and a draft comparison chart ahead of the July 24 consultant meeting.
