HVAC subcommittees refocus; workforce training and SUD series prioritized as DCYF responds to budget changes

Members of the Home Visiting Advisory Committee heard updates on subcommittee work and workforce supports at the same June meeting where DCYF presented budget actions.
Martha (data and evaluation subcommittee chair) said the subcommittee met infrequently during the spring and plans to reset membership and leadership to broaden perspectives outside the state agency. She described priorities for the coming year including improving data availability to local implementing agencies and working with the Department of Health on interactive dashboards to give sites better access to performance data.
Workforce leads said the spring "all HVSA" meeting drew more than 200 home‑visiting and tribal staff over two days, and that next year those statewide meetings will be virtual because of budget constraints. A multi‑session, federally funded substance‑use disorder (SUD) training series for home visitors — funded through MIECHV and continued under the recent legislation referenced in the meeting — kicked off and will run through Oct. 1; staff said programs may invite other organizational participants to the learning platform.
The workforce update also highlighted encouraging workforce retention signals: the May all‑HVSA meeting had a lower percentage of attendees with less than one year in the field, at both supervisor and home‑visitor levels. Staff said the workforce subcommittee will reconvene in late summer to track attrition, retention and training priorities and to advise on a recurring training survey.
DCYF staff said they are running regional conversations to improve TANF referrals to home visiting and coordinate slots and payments where referral pipelines are weak. The agency is also offering optional short mindfulness sessions for staff as part of well‑being supports.
Committee organizers asked members and guests to complete a survey about subcommittee participation and membership so the group can rebalance co‑chair roles and recruit additional external perspectives for the data and evaluation work. DCYF said it will circulate a full meeting schedule for FY 2026 and return with a planning agenda at the July meeting.
