The commission voted on the first reading of an ordinance to rezone a parcel on North Central Avenue from Residential Estate (RE) to Residential Transition (R-3) with a planned development district to permit duplex/multifamily development, but with conditions negotiated after neighbor concerns.
Planning staff said neighbors had raised issues about density, traffic, drainage and public safety. The developer agreed to conditions that cap the project at 34 dwelling units total (equivalent to 17 duplexes) and to limit structures to one story. Staff said the developer also committed to providing required parking and to installing drainage facilities to code; the property will require sewer extension (it is currently served by septic) and a previously dedicated 110-foot right of way will accommodate future road improvements.
Planning & Zoning had recommended rezoning; after community concerns at a prior commission meeting the department and developer negotiated the PD conditions. Commissioners discussed drainage and confirmed staff met with Commissioner De Leon to review concerns. The commission approved the reading and moved the item forward; final approvals will require engineering and subdivision review to confirm drainage, sewer extension and parking.
