On first reading the Brownsville City Commission approved an ordinance to rezone approximately 8.98 acres fronting Houston Road from agriculture (AG) to Residential Single-Family (R-1) with a planned development district that would permit reduced lot sizes and increased density.
Planning staff explained the property was recently annexed and takes AG zoning by default; the developer seeks a planned development overlay to allow lots between 4,500 and 5,000 square feet (standard R-1 minimum is 5,000 sq ft) to accommodate an odd-shaped parcel and right-of-way dedications. Staff’s preliminary sketch estimated 39–41 lots and a density of about 4.6 dwelling units per acre compared with a typical 3 units per acre.
Staff noted the development will be vetted through subdivision review, engineering and utilities, and must dedicate additional right of way to meet the thoroughfare plan (an increase from an existing 40-foot right of way to an 80-foot collector standard). There were 30 mailed notices and no written opposition recorded; Planning & Zoning recommended approval and the commission approved the first reading by voice vote.
Additional conditions and final lot counts will be determined during the subdivision and platting process and after drainage and Resaca-bank alignments are finalized with the drainage district.
