Board members and facility staff discussed options to upgrade Pine Valley’s water system and identified a preferred plan that would place an above-ground concrete reservoir near the building to improve pressure and reduce piping costs.
Presenters reviewed a five-option analysis that included connecting to municipal water and several on-site reservoir or elevated-tank designs. The board expressed a preference for an on-site solution, described in meeting materials as a new 70,000-gallon concrete above-ground reservoir (referred to in the packet as option 5). Participants said the option reduces pipeline length and recurring maintenance compared with alternatives and avoids the higher up-front cost and added complexity of connecting to city water. They also noted Legionella risk and extra disinfection costs associated with connecting to municipal mains.
Staff said the project would be large and is expected to take multiple years; they described plans to seek grant funding to cover much of the cost. The board scheduled further review with the executive finance committee (noted in meeting remarks as meeting on the 23rd) and intends to finalize the procurement path and grant applications during that process. As an interim measure, staff said they had approved a smaller solar-panel backup installation to improve short-term pump performance.
No formal vote on the water project was recorded; the matter will move to executive finance for recommendation.
