Richmond Council approves licenses, hires and appointments in unanimous votes

At its June 17 meeting the Richmond Town Council approved multiple entertainment licenses, new hires, and board appointments, and set the town budget referendum date for July 8.
The Richmond Town Council unanimously approved a batch of routine but consequential items on June 17, including entertainment licenses for Preserve Property Management Company and multiple indoor licenses, hiring decisions for seasonal staff and public-works personnel, and several board appointments and resignations.
The council approved outdoor and indoor entertainment licenses for the Preserve properties (including the Clubhouse Range at Hilltop Lodge, 87 Kingstowne Road, and the Hilltop White Birch at 2 Bumblebee Lane), renewals and indoor licenses for Preserve venues, and an indoor entertainment license for the Preserve Clubhouse Double Barrel. The approvals were entered after the required public hearings and roll-call votes.
The council also approved personnel and personnel-related items: the hiring of Brian Shea as assistant summer camp director and the hiring of multiple summer camp counselors (list recorded in the minutes), and the hiring of Arthur Burton as a DPW truck driver/laborer. The council accepted the resignation of Christine Donahue from the dog park committee and Karen Pinch from town administration with regrets.
Appointments approved included Nancy Hess to the planning board (term to 01/31/2026) and Jeffrey W. Noble to the finance board (term to 11/30/2029). The council also approved routine renewals to the senior activities committee for Joanne Burgess and Jacqueline Lombardo.
The council set the date for the town budget referendum for July 8, 2025, from 8 a.m. to 8 p.m., and approved a clarified ballot question that reads, in part, as “the Richmond municipal budget for fiscal year 25–26 as revised and adopted by the Richmond Town Council.”
Roll-call votes on the listed items were unanimous: Councilor Dinsmore — yes; Councilor Madnick — yes; Councilor Reynolds — yes; Councilor Wilcox — yes. The town clerk will finalize paperwork and appointment notices.
