OHV commission members seek onboarding, ethics training and finance briefing

Members of the Commission on Off-Highway Vehicles said they need clearer onboarding and training and asked staff to arrange a finance briefing at the next meeting. New and existing commissioners discussed gaps in appointment paperwork and ethics training and asked staff to circulate guidance from the Attorney General.

The issue surfaced when a new member said, "I I do believe that we could probably have a whole separate meeting just on this in the next month or 2 just to discuss these items because they are very prevalent, and they do affect how we're going to how this board looks, how we're carrying on moving forward with the general community and within each other. I I know as a brand new board member, I was not given any kind of, education as to how boards run, and I've never been a government official. I think it would be very beneficial to have some kind of onboarding process, even if it's just sent by email that teaches everything from the open disclosure meeting. I mean, for me to learn about it from the attorney general was very beneficial, but it could have been done a lot easier had I been onboarded," and offered to share the AG materials: "I have the links that the Attorney General sent me and I can send them to you if you need them." (New board member)

Denise Beronio, administrator for the Nevada Division of Outdoor Recreation, told the commission the Department of Conservation and Natural Resources directors' office had requested a finance presentation and asked that the commission receive an overview from the department's finance division covering budgeting, travel requests, travel reimbursements and authorizations at the next meeting. "At the request of the DCNR director's office and to dovetail on what some of you already said today... they would like to request a presentation for clarification on finance, budgeting, travel request, travel reimbursements, and authorizations, and an overview for the commission from our finance division at the next meeting," she said.

Meeting facilitators encouraged distributing Attorney General and ethics training materials before the next meeting and asked staff to poll availability for an extra meeting to cover onboarding and process questions. A commission member noted application-administration timing as related business, saying the application deadline is March 23 and urging staff to ensure applications are complete when they arrive for review.

The requests did not result in a formal vote; commissioners directed staff to circulate the Attorney General materials and to coordinate dates for an additional meeting and for the finance-division presentation.
