Senior planner Danny Ray told commissioners the proposal would occupy two tenant spaces totaling 11,433 square feet within a 53,700-square-foot building on a 2.3-acre site; the athletic training area would occupy about 7,000 square feet, with the remainder split between offices and warehouse storage. "Staff does recommend that the planning commission approve this request," Ray said.
The commission’s approval was conditioned on four items in the staff report. Staff told commissioners the facility is for private training, not open to the general public, though affiliated local ball clubs may use the space. Ray said the trip generation letter submitted by the applicant showed a maximum of about 25 participants per session, including coaches, and that the site's road network can accommodate those trips.
Parking was a key staff analysis. Sparks Municipal Code requires 38 spaces for the proposed uses; staff said 43 spaces currently exist on the site and the building owner across the street has an informal agreement to allow use of an additional 20 spaces if needed. Staff recommended a restriction of weekday hours of operation from 5 p.m. to 10 p.m. to reduce overlap with daytime industrial uses on the site; no weekend restrictions were proposed. Condition 4 requires the applicant to provide an updated parking analysis if by-right uses at the site intensify; the Planning Commission may impose stricter conditions or revoke the CUP at that time.
Commissioner Sperber moved to approve the conditional use permit and Commissioner Reed seconded. The motion passed with four affirmative votes.
The approval allows Gladiator Baseball, identified in the staff report as the applicant, to establish private baseball training activity in the designated tenant area under the conditions listed in the staff report. The staff report and the commission’s motion referenced findings C1–C5 required by the Sparks Municipal Code and public-notice requirements under Nevada Revised Statutes.
