Council adopts Lorac/Oswego Hall fees; pools open, competition pool temporarily offline, driving range using low‑velocity balls

The council adopted resolution 25-27 on June 17 to update user fees for the Lorac and Oswego Hall; staff also provided an operational update on pools and the municipal golf driving range.

Fees and rentals: Parks & Recreation staff presented proposed user fees for room rentals, pool party rentals and other Lorac/Oswego Hall services and said rental requests will reopen July 1. Staff said parks and recreation programming will be prioritized for reservations initially, then openings will be available to the public.

Pools: Staff reported public swim operations began the day before the meeting but the competition pool experienced an unexpected circulation/drain clog and was temporarily taken offline; contractors and city staff were working to restore normal filtration and circulation. Swim lessons and aqua‑fitness classes have started; staff said private lessons will be phased in after swim lessons are established.

Driving range and course: The municipal driving range reopened using low‑velocity golf balls to reduce the risk of balls clearing the range fence while the city assesses long‑term fence and netting improvements. Staff said they initially plan to prohibit drivers and woods for about two weeks and then slowly reintroduce clubs if the low‑velocity balls perform as hoped. Course rounds and range activity are busy and staff said revenue results have been positive.

Why it matters: The Lorac is a major recreational facility for the city; the fee update enables program delivery and rentals, and the temporary technical issues are operational matters staff are addressing. Council adopted the fee resolution 6-0.

Next steps: Staff will reopen the online reservation system July 1, continue repairs to the competition pool filtration system, monitor the driving range performance with the reduced‑velocity balls, and phase in private lessons and rental availability for special events.
