Kumar said the house had been altered from a three‑bedroom to multiple units (he described the overall resulting configuration as several bedrooms across main dwelling and ADU structures) and that additional backyard ADU construction further increased occupancy. He described traffic, parking overflow and safety concerns for children in the neighborhood.
Another nearby resident, Bridal Shah, said the parcel now shows three addresses on one lot (1189, 1191 and 1193 Sunrise Way) and repeated concerns about owner occupancy and short‑term tenants, calling for city planning to verify permit conditions and enforce the owner‑occupancy requirement she said applied to the JADU permit.
Speakers asked staff to review the permits and ensure compliance with Government Code section and local requirements (speakers cited “65852.22” in discussion of JADU rules). Council and staff did not take immediate action during the meeting; the public forum comments were entered into the record for staff follow‑up. The city clerk noted public forum time limits and staff indicated the city had previously responded to inquiries and would review the claims in accordance with municipal permitting procedures.
