Chino council approves zoning code amendments to expand commercial and industrial uses, increase minor variance threshold

The City Council on June 17 approved by title Ordinance No. 2025‑003 (PL 25‑0031), a zoning code amendment that changes commercial and industrial land use tables and revises administration and glossary chapters of the Chino Municipal Code.
City planner Andrea Gilbert and director of development services Warren Marillion told the council the update was intended to reflect state law changes and economic trends, create more flexibility for business attraction and retention, and streamline permitting. Notable changes include permitting certain uses — gyms, commercial recreation facilities, veterinary clinics and hotels — by right in more commercial zones and allowing vehicle sales, offices and hotels in some industrial districts. The administrative chapter would increase the allowable deviation for a minor variance from 25% to 50% of the measurable standard; any variance over 50% would still require planning commission approval.
Staff said the last zoning code update occurred in April 2023 and this amendment follows annual updates and an anticipated comprehensive update after the general plan adoption later this year. The planning commission reviewed the amendments on May 7 and recommended unanimous approval with no changes; staff reported no public comments during the hearing.
The council introduced the ordinance by title only, waived further reading, and the item passed unanimously.
