The Chino City Council unanimously adopted the 2025–35 Consolidated Plan and the 2025–26 Community Development Block Grant (CDBG) One‑Year Action Plan on June 17, fulfilling U.S. Department of Housing and Urban Development citizen participation requirements.
Senior management analyst Tracy Rossetti Smith told the council that community meetings and a 30‑day public notice period were held and no public comments were received during the formal comment period. The one‑year action plan reflects funding recommendations from the Community Services Commission subcommittee. The staff report listed the total allocation (staff cited an allocation figure in the report) and public service awards including Chino Neighborhood House (food assistance, $11,558), Family Service Association (senior nutrition, $11,005.58), Inland Valley Hope Partners (food and shelter, $10,000), House of Ruth (domestic violence services, $11,005.57) and other public‑service and graffiti abatement line items.
The report also proposed reallocating $81,101 of unexpended funds and applying estimated carryover funds of $525,715 toward a Capital Street improvement project at Monte Vista Park and other priorities. Staff noted the plan is exempt from CEQA and will be submitted to HUD following council adoption.
Councilmembers asked whether CDBG funds could be used for a parking lot at Monte Vista Park; staff confirmed that within the CDBG eligible area, funds could be allocated to ADA accessibility and parking improvements if designated in a future allocation.
The council voted to adopt the consolidated plan and action plan unanimously.
