Chino council trims proposed park fee spike, lowers DIF admin surcharge to 3%

After staff initially calculated a 90% park fee increase for the Preserve area, the council approved an interim 11% increase and lowered the development impact fee administrative surcharge from 12% to 3%, pending a comprehensive nexus study.
The Chino City Council on June 17 adopted a resolution adjusting development impact fees (DIF), park development fees and the DIF administrative fee for fiscal year 2025–26.
Staff reported that an updated appraisal of parkland values and construction costs had produced a calculation that would have raised the Preserve park fee from $13,920 to $26,005 per unit — a roughly 90% increase — under the technical formula in the municipal code and Title 18 appraisal guidance. After feedback from the Building Industry Association and regional comparisons, staff recommended a reduced, interim increase of 11% for Preserve park fees while a new comprehensive nexus study is completed.
Staff also recommended lowering the DIF administrative surcharge from 12% to 3% to reflect costs directly tied to DIF administration (staff and consultant time). Staff said overhead costs previously captured in the DIF would instead be allocated to updated user fees so overall cost recovery remains equitable.
The council approved applying inflation‑based interim adjustments and directed staff to complete the new nexus study within approximately 12 months. Notices required by the Mitigation Fee Act were sent, and staff said the adjustments complied with the Chino Municipal Code process for annual pass‑through adjustments using appropriate cost indices — Consumer Price Index (CPI), Construction Cost Index and Building Cost Index.
Councilmembers thanked staff for regional benchmarking and for moderating the proposed increase after industry input. The resolution passed unanimously.
Staff noted the city has retained Willdan Group to prepare a comprehensive nexus study and that staff would bring a proposed new fee schedule to council when that work is complete.
