Finance Commissioner Mike Ken Azaro described professional services renewals: a continued engagement with a municipal advisory firm (3+1 contract) for liquidity and cash management advice; a one-year renewal with Central City Data Services (Trevor Grant) for integrations and reporting work after an initial six-month contract; and a third-year extension with local accounting firm Fuss & O'Neill (Fuss Charles Chambers in the packet) to provide on-site outsourced accounting and grant-process analysis. Azaro said these consulting contracts help with enhanced reporting (for example, New York State Retirement reporting) and grants management process work across city departments.
IT Director Dave Proak presented renewals and intermunicipal agreements, including an IMA with Onondaga County for shared PeopleSoft/Kronos support (reimbursable, not-to-exceed $90,000 per year) and several vendor catch-up payments for service providers used in parks, parking and the city's networks. Proak also described a capital request for IT projects in the coming fiscal year.
Assessment staff requested the council authorize retaining Colliers Valuation & Advisory Services to appraise a privately owned parcel at North Warren Street that is the subject of property-tax litigation; staff said the independent appraisal will support the city’s valuation position in court.
These are routine administrative and professional-service items; staff said some letters submitted for the packet contained clerical typos (for example, contract durations) that will be corrected prior to the voting session. No votes were taken in the study session.
