Planning board approves skin spa at 28–32 County Highway 78 with licensing conditions

Humberto Calero was granted a special use permit and site plan approval July 4 to open a skin spa at 28–32 County Highway 78 after the Middletown Planning Board conditioned the approval on licensed staff and inspections.

Calero, the applicant, told the board he plans to offer “facial and skin care” services and manicures and pedicures but not massage. Planning and inspection staff said the location was previously a nail salon and that similar uses are allowable with limited changes.

Building and fire inspector Michael Guattari told the board he and zoning staff will inspect the premises during construction and before opening and that “whatever procedures are being done must be done by the licensed professionals.” Staff also said any ventilation work required by the change in floor plan must meet code before occupancy.

The board voted to approve the special use permit and site plan. Roll-call votes recorded in the transcript show: Mister Madden — yes; Mister Brito — yes; Miss Houston — yes; Mister Higbee — yes. The motion language recorded in the meeting asked to approve Calero’s request for a special use permit and site plan approval to operate a skin spa at the address above.

Board members and staff emphasized the conditions that licenses for practitioners be posted and that only appropriately licensed personnel perform regulated procedures. Planning staff and the building inspector said they will coordinate with the applicant during construction and prior to opening to ensure compliance with the resolution.

The approval does not list additional site modifications beyond those required to meet safety and licensing rules. The applicant was told to coordinate with staff on any construction details and to display all required professional licenses as specified in the resolution.
