Commissioners authorize collections agreement to pursue $60,000 in unpaid animal-control fines and restitution

Klamath County commissioners on June 17 authorized the sheriff to enter a collections agreement with Carter Jones Collection Services Inc. to pursue delinquent fines, fees and restitution related to animal-control livestock and dog hearings.
Animal-control staff told the board there are nearly $60,000 in uncollected fines, fees and restitution from owners who signed agreements to repay the county but have not done so. Staff said earlier suggestions included small-claims filings but that county counsel was not present and had indicated that small-claims filing was not a practical solution in many cases.
Under the agreement presented, Carter Jones would handle accounts more than 90 days past due and would add a 40% collections fee to the accounts referred to the company after a final notification period.
Commissioners voted to approve the collections agreement; the motion was recorded and passed.
