Brandon approves one‑year MOU to allocate opioid settlement funds to Sioux Falls 'The Link'

The Brandon City Council approved a one‑year memorandum of understanding (MOU) to allocate opioid settlement funds to The Link, a collaborative service in Sioux Falls that the city and nearby jurisdictions use for substance‑use assistance.

Frank, a city staff member leading the administration presentation, said the city has engaged with The Link — a partnership involving the City of Sioux Falls, the county and Sanford — and that money coming from opioid settlements carries restrictions on allowable uses. Frank said the MOU runs for one year, and the city can revisit the arrangement in future years.

Frank gave historical payment context, saying the early settlement amounts were roughly $2,500–$3,000 in the first years, that last year’s distribution reached about $20,000, and that the current year was “about $3,000” to date. Councilmember Christina questioned an MOU clause on transportation costs and whether Brandon police would be expected to transport individuals to The Link at city expense; staff replied that Brandon currently transports individuals to The Link.

After discussion the council moved, seconded and approved the MOU by voice vote. The mayor announced the motion carries. Staff noted the MOU supports a local service used by Brandon residents; the council did not appropriate an additional local budget item at the meeting beyond directing available settlement funds per the MOU’s terms.

The MOU’s duration and any future funding levels will be revisited at future meetings when settlement receipts are clearer.
