BRN ELC clears multiple program changes, accepts feasibility studies and defers several noncompliant programs

The Board of Registered Nursing's Education & Licensing Committee recommended a series of approvals and deferments across multiple agenda items on June 17, 2025. The committee voted on consent items, ratified curriculum and clinical facility changes, accepted feasibility studies for new campuses and recommended several enrollment increases. It also deferred action and required progress reports on programs found to be noncompliant.

Several items related to program noncompliance received routine handling: Cabrillo and Imperial Valley were found to have deficiencies after recent continuing approval visits and the committee asked both to provide written corrective plans and quarterly reports to their assigned nursing education consultants. The committee noted these were standard findings after recent visits and expected many programs to return to compliance within a year.
Committee chair Jovita Dominguez and BRN staff reminded programs that contractual clinical-site arrangements must not displace other programs and that the BRN requires annual clinical-facility reporting (programs must confirm the board's clinical-site data by Dec. 31 each year). The committee acknowledged public comments on clinical capacity and said it would request additional verification when public testimony raised specific displacement concerns.
