Council approves consent items including adoption of 2025 fire-hazard map and Civic Center custodial contract

The Lake Forest City Council on June 17 approved consent calendar items that had been pulled for separate action: minutes from the June 3 meeting; certification of the warrant register; adoption of the 2025 Local Responsibility Area (LRA) fire hazard severity zones map; and award of the Civic Center custodial contract. Council members moved the four items together and the motion passed.

Public commenters raised several concerns during discussion of these items. Andrew O27Connor (identified in the record as from Foothill Ranch) criticized contracts and spending shown in the warrant register, questioned a $20,000 change order in a video-conferencing contract, and listed vendor payments he asked the city to justify (transcript references include amounts such as $46,525 to Kidder Matthews and $132,000 to Bess and Krieger; these figures were offered by the public commenter and are recorded as his statements to the council). Council members then moved items 2, 3, 4 and 14 together and the motion passed.
