Perris holds scoping meeting for proposed 549,786‑sq‑ft logistics warehouse; residents urge detailed cumulative review

The City of Perris conducted a public scoping meeting Wednesday to gather input on the scope of an Environmental Impact Report for a proposed 549,786‑square‑foot logistics warehouse on approximately 25.13 acres at the northwest corner of Indian Avenue and Harley Knox Boulevard.
Lead planner Matthew Evans presented the site plan and preliminary project materials and said the city prepared an initial study that concluded certain topic areas needed a fuller environmental study. Webb Associates, the project’s environmental consultant, explained the CEQA EIR process and noted the notice of preparation was circulated for 30 days to solicit agency and public input.
What the EIR will study: The city and consultant identified several issues for detailed EIR analysis, including air quality, greenhouse gas emissions, energy, traffic/transportation, noise, and land‑use compatibility. The scoping meeting solicited suggestions on additional items and the geographic and temporal extent of the cumulative analysis.
Public and commissioner requests: Commissioners and several members of the public urged a thorough, current cumulative analysis that uses the most recent air‑quality and traffic data (not only the original PVCC Specific Plan EIR), and asked that cumulative air‑quality, GHG and VMT modeling include recently approved and proposed nearby projects. Speakers also asked the EIR to analyze alternatives including multiple smaller buildings instead of one large facility, “no project,” and reduced‑size building scenarios; the commission asked staff and the consultant to include alternatives that could materially reduce traffic, emissions and infrastructure demand.
Additional concerns raised in public comment included stormwater/drainage and soil/geology given historic uses of the site, emergency response and public‑services impacts, and effects on the freeway interchange at Harley Knox and I‑215. David Alcala Jr., an engineer who works at a company across from the site, told the commission the location is already congested and called for a full EIR rather than a lesser review.
Next steps: The consultant will incorporate written comments from the NOP review period and verbal scoping comments into the draft EIR scope. The draft EIR will be published for a 45‑day public review period, followed by a final EIR and responses to comments before the project returns to the planning commission for a public hearing and future recommendation to council.
No formal action or vote was required at the scoping meeting.
