Bannock County and Chubbock coordinate road chipping on shared limits; county to invoice cities

Bannock County commissioners approved an interagency agreement on June 17 to coordinate chip-seal (chipping) work with neighboring cities, including the city of Chubbock and the city of Shelby, on roads that cross jurisdictional boundaries.
Kyle Brehmister, Bannock County public works director, described spring coordination with Bridger Morrison, public works director for the city of Chubbock. Brehmister said the county is planning to chip about 2.5 miles of roadway affecting the city of Shelby; in areas split by jurisdiction the parties would split costs, while sections within a city would be paid by that city. He said the city would cover labor, materials and equipment for portions inside city limits and that the county expects the city to invoice Bannock County when appropriate.
Bridger Morrison thanked the county for the coordination and said the treatment is valuable for roads on the town edge that have a more rural character and where the city struggles to complete work at the same scale. The specific roads discussed included High Line Road (from Chevy Grove to Tyhe) and Filvin Road (from just north of Chubbock Road to the city limits). Brehmister said most of High Line Road is inside the city and that Filvin Road work would be a consistent treatment where county and city sections meet.
A commissioner moved to approve the interagency request form as presented; commissioners said “aye” and the motion was approved. The meeting record does not include an itemized roll-call of votes.
County staff said materials would be invoiced back to Bannock County when the city supplies documentation of payment. Commissioners made no additional conditions in the recorded discussion.
