Mauldin council approves budget ordinances, sewer fees, utility easement and $450,000 property purchase

Mauldin City Council approved two budget ordinances, new sewer pump-station fees on first reading, a perpetual utility easement to Duke Energy, several administrative reappointments, temporary no-parking designations for two cul-de-sacs and a $450,000 property purchase from the annexation fund during a June 2025 meeting.
The council adopted an amendment to the current fiscal-year appropriations for the year beginning July 1, 2024, and ending June 30, 2025, and then approved the FY2025–2026 budget ordinance on second reading. "This is normal business item," Councilmember Reynolds said while moving the amendment to appropriations. Both budget measures passed unanimously on recorded voice votes (motion carries unanimous 6–0).
Council took several other routine actions. On first reading the council approved an ordinance establishing sewer pump-station fees for specified parcels in the Adams Glen, Riley Trace, Ameris and Deer Ridge subdivisions and reestablishing fees for Indigo Point, The Retreat and parts of Pine Forest. Councilmember Reynolds described the measure as a standard budgetary item and moved approval on first reading; the motion passed unanimously.
Also on first reading the council approved an ordinance authorizing conveyance of a perpetual, nonexclusive easement to Duke Energy for the East Butler Road project; a motion to approve the ordinance on first reading passed unanimously.
Public Works presented and the council authorized a no-parking designation only on trash days for two cul-de-sacs (Linwood Court and Peconic Court) after the city said excessive parking in the public right-of-way was preventing trash trucks from accessing those streets. City Administrator Seth Duncan said the restriction was proposed to avoid suspending sanitation services to those cul-de-sacs. The motion carried unanimously.
On committee recommendations the council reappointed five members to planning and zoning bodies to new three-year terms: Raj Reddy (Planning Commission seat 2), Dan Chisholm (Planning Commission seat 5), John Statham (Board of Zoning Appeals seat 3), Jeremy Owens (Board of Zoning Appeals seat 4) and Amy Goodwin (Board of Zoning Appeals seat 5). The reappointments were approved unanimously.
The council entered executive session under the statutory citation read into the record, and later reported that no votes were taken during executive session. After returning to open session the council authorized the mayor or his designee to execute a purchase-and-sale agreement from the annexation fund in the amount of $450,000 for property within the City Center Village development area and to provide $15,000 from the same fund for due diligence activities. Councilmember Matney moved the authorization; the motion passed unanimously, 6–0.
City Administrator Seth Duncan also reported that Mauldin has launched a public-agency Nextdoor page and that the city received a Government Finance Officers Association (GFOA) recognition for its annual financial report. Duncan announced the city’s second annual Juneteenth celebration, scheduled for Saturday, June 21, from 5 to 9 p.m. at the Mauldin Cultural Center Outdoor Amphitheatre; the free event will include an outdoor market, food trucks, beer and wine from Growler House and a headliner performance by the Night Affair Band.
The meeting ended after the motion to adjourn passed unanimously.
