Bellevue council adopts entertainment district master plan, approves park improvements and several contracts

The Bellevue City Council on June 17 unanimously adopted a master plan for the Bellevue Entertainment District and approved a set of park expenditures, contract awards and other routine business, including an independent contractor agreement for a community development block grant (CDBG) program specialist.
Council action included adopting Resolution No. 2025‑10 to make the Bellevue Entertainment District master plan the city’s guide for future growth in the district and its extraterritorial zoning jurisdiction. The council also approved park improvement expenditures by sanitary improvement districts: Resolution No. 2025‑11 (Sanitary Improvement District 263 Brook Park) not to exceed $437,325, and Resolution No. 2025‑12 (Sanitary Improvement District 238 Ashford Hollow) not to exceed $642,585. All votes on those resolutions were unanimous.
The council approved several contract awards and agreements listed on the agenda. The mayor was authorized to sign an independent contractor agreement with Abby Hyland to serve as the community development block grant program specialist, effective July 9, 2025, through July 8, 2027. The council awarded a notice of award and agreement to Big A Demo & Excavating for demolition of Aspen Pool in an amount not to exceed $70,800, and it awarded a notice of award and agreement to Burrell Enterprises LLC for the 2025 concrete projects package 2 in an amount not to exceed $966,523.
The council also approved a statement of work agreement with Civic Plus for website hosting, development, security and mitigation services not to exceed $59,847. Dave May, a Civic Plus representative who attended the meeting, told the council, “We are looking forward to building a fantastic new website for your city, and we know you and your citizens will greatly enjoy it.” May said Civic Plus provides 24/7 customer support by phone, chat, text and email.
Council members also approved a Northern Natural Gas reimbursement agreement (amount not specified on the agenda) and a one‑time event license application for a private fundraiser organized by Kevin Power at 108 Fox Meadow Court on July 26, 2025; the council approved waiving the $50 application fee as requested. The event application listed event hours from 6 p.m. to midnight and music listed from 12 p.m. to 11 p.m.; no members raised questions about the listed music hours during the hearing.
Earlier procedural motions — approval of the agenda, the consent agenda and claims — and the meeting adjournment all carried on unanimous votes. The council did not enter a closed session.
