The Board of City Service Commissioners on June 17 approved the June 3 meeting minutes and a series of personnel actions, including classification changes, extensions of temporary appointments, a probationary extension for a public works inspector and the completion of an early-voting coordinator’s probation.
The meeting, called to order by Board President Frank Bach, included a presentation from Sarah Cinski of Compensation Services on three classification reports and several routine staff requests from city departments. “We have 3 reports for you today,” Cinski said, summarizing recommendations to repurpose and retitle vacant positions and to correct a previously filed report. The board approved Cinski’s recommendations as presented.
Why it matters: these actions change job titles, pay ranges and temporary staffing across multiple city departments and allow departments to retain temporary staff while recruitment or operational transitions continue.
Votes at a glance - Approval of minutes (agenda item 3): moved and seconded; Commissioners Smith, Cleary and Wicksborough voted yes; motion approved. - Classification report (agenda item 4): approved. The report recommended repurposing one Administrative Specialist Senior to a Training and Development Coordinator (recruitment rate $77,551), retitling Voter Outreach and Education Coordinator to Voter Engagement Coordinator (recruitment rate $66,304), and correcting a prior repurposing to create an ERS Human Resources Administrator (recruitment rate $98,272). Commissioners voted yes; motion approved. - Extension of temporary appointment, City Attorney’s Office (NEVA Canada), business systems coordinator (agenda item 6): approved for six months (06/28/2025–12/20/2025). Commissioners voted yes; motion approved. - Extension of temporary appointment, Department of Public Works — Operations, Sanitation (Cameo Coleman), sanitation supervisor (agenda item 7): approved (stated period July–December; one commissioner observed the requested months total five when counted). Commissioners voted yes; motion approved. - Extension of temporary appointment, Milwaukee Public Library ("Miss Moon"), temporary community education assistant (agenda item 8): approved for nine months (07/01/2025–03/31/2026). Commissioners voted yes; motion approved. - Extension of probationary period, Department of Public Works — Infrastructure (Anthony Burrett), Public Works Inspector 1 (agenda item 8 / file 250341): approved for six months (07/06/2025–01/01/2026); the department submitted a performance-improvement plan and probationary report. Commissioners voted yes; motion approved. - End of probationary period, Election Commission (William Lewis), Early Voting Coordinator (agenda item filed 105250342): approved effective 06/17/2025; the Election Commission cited strong performance and noted eligibility for other positions. Commissioners voted yes; motion approved.
Other items - Item 5 (probationary-period guidance) required no action because the reports concerned vacant positions and a title change. - A suspension-appeal matter (Stacy Harris, Communications Assistant 5, DPW Water Distribution) was withdrawn by the appellant and noted as placed on file; no further action was recorded.
Discussion and clarifications Commissioners asked procedural questions in several items. One commissioner noted that the sanitation supervisor extension “seems to blend together” with prior requests and questioned whether an additional permanent supervisory position would be needed; Makeisha Porter, human resources administrator for DPW Operations, explained that recurring seasonal needs and prior extended leaves have driven repeated temporary appointments and that such requests typically begin in March and end before snow season in December. For the probationary-extension request for Anthony Burrett, the city engineer submitted a performance-improvement plan addressing dependability and productivity concerns; the board confirmed the employee had been notified.
What’s next Departments will proceed with the personnel changes and temporary appointments as approved. The board had no further business and adjourned.
