Commission recommends rezoning 47 acres for potential landscaped RV park; pipeline easement to be surveyed

The Planning and Zoning Commission voted to forward a favorable recommendation to the Board of Supervisors for REZ933-25, a request by Neil Brooks to rezone two parcels (APNs 108-14-008 and 108-14-015) totaling 47 acres from General Land Use to RMH (residential manufactured home) so the applicant may pursue an RV park/site development.

Brooks told the commission he owns several adjacent parcels, has planted extensive landscaping (pine trees) on parts of the property, and envisions a landscaped RV park with amenities such as shade trees and potentially a pool. He said the property has substantial highway frontage and that local RV parks are at capacity, indicating perceived market demand. Brooks said he would begin with a small phase (4–5 acres) and scale depending on demand.

On the record Brooks and staff discussed a buried pipeline/transite line and an easement that has never been formally recorded. Brooks said he and an adjacent property owner (David Ward) would need to “pothole” and locate the pipeline and that Ramsey Surveying had been engaged to survey setbacks. Planning staff told the commission that protection and identification of existing pipelines would be handled during the site-plan and development-review stage rather than via the zoning motion.

Commissioners moved and seconded a recommendation to support rezoning; the motion carried on a voice vote. Commissioners and staff noted that a site plan and additional technical reviews (floodplain, septic, pipeline location) would return for later review.
