County staff told the board the winning proposal totals $240,065 over three years, with the first-year cost estimated at about $100,300 because it includes an initial setup for the county's accounts. Staff said two of the four submitted bids were found not responsive to the request for proposals and RHCPAs was identified as the most responsible, responsive bidder.
Budget staff recommended the board authorize the county chair and county manager to sign the necessary contract documents so auditors can begin work immediately; staff emphasized that the county needs time before the December 31 audit due date and asked the firm to plan for a December 1 internal deadline to allow time for follow-up. Finance staff estimated the higher first-year audit cost will require an increase to the budgeted audit line by $15,300.
Commissioners moved and seconded the recommendation; when board members were asked, "All those in favor," the chair said the motion carried. The meeting record does not name a roll-call vote; no commissioner opposed on the record.
The board moved from the award directly into budget deliberations, where staff noted the $15,300 audit shortfall would be included in the draft budget ordinance that staff will prepare for a Friday meeting where the board will consider final adoption.
