The Crossville Planning Commission took action on a series of plats, site plans and annexation‑related items during its meeting. Most routine plats and site plans were approved by motion; two contested sewer/annexation items received extended discussion (see separate article on the Highway 127 sewer connection).
Key outcomes
- Livingston Road / Crossville rec center preliminary plat and right‑of‑way abandonment: Commission voted to approve the preliminary plat and recommended that the City Council abandon a portion of the existing Livingston Road right‑of‑way to realign the road for the proposed sports authority facility. Motion carried.
- Miller Avenue utility pump station final plat (variance requests): The commission approved the final plat to subdivide a parcel for a pump station and granted two variances — a 5‑foot variance to the 50‑foot setback from Miller Avenue and a waiver related to water/sewer requirements — citing the parcel’s shape and the public‑utility purpose. Motion carried.
- Tommy’s Motorsport addition site plan (7,500 sq ft addition): The commission approved the site plan as submitted. Motion carried.
- Fifth Street triplex site plan: The commission approved a site plan for a three‑unit residential structure (each ~1,260 sq ft; 3 bed/2 bath). Motion carried.
- Cook Road multifamily developments (Phase 2 and Phase 4): The commission approved a Phase 2 site plan proposing 19 duplex structures (38 units) with private water/sewer and a proposed fire line; staff recommended approval. The commission also approved a Phase 4 site plan for nine duplexes (18 units) with the condition that recorded easements for access, egress and utilities be provided and that stormwater permits be obtained. Motions carried.
- Peachtree Drive waterline extension: Staff recommended release of the developer’s letter of credit in the amount of $25,920.75 following city inspection and approval of the new line. The commission approved release of the letter of credit.
- Rhododendron Circle annexation (East of March and West Cooper plan of services): The commission approved plans of service and recommended forwarding them to city council.
- Halsted Drive annexation plan of services: The commission approved the plan of services; staff noted a 745‑foot positive drive and a sewer mainline extension with an estimated cost of $32,762.
- Daugherty Property (Highway 127 north sewer connection request): See separate article. The commission recommended allowing an outside‑city sewer connection for the proposed apartment project with a start/completion deadline of Dec. 31, 2027.
- Foxfire Road outside‑city sewer request: The commission discussed an applicant’s request to tie into a sewer line that crosses the applicant’s property. Staff told the commission the property purchase occurred after the city’s Sept. 2024 ordinance change and that annexation appeared feasible; the commission failed to reach a majority vote to recommend outside‑city sewer or annexation, leaving the recommendation neutral. The applicant may pursue a variance or appeal to city council.
Administrative and procedural items, including approval of minutes and staff reports, were handled at the start and end of the meeting, and the commission adjourned after completing business.
