El Mirage approves 11-firm on-call consultant list for FY2026–29; 28 firms applied

The El Mirage Common Council voted June 17 to name 11 firms to the city’s qualified consultant list for fiscal years 2026–29. The motion passed with six ayes and one nay.
Councilmember Crystal Gentry had asked why the list contained 11 firms when prior lists featured more. City staff said the request-for-qualifications solicited firms and that the city typically selects between five and 15 qualified firms; this round produced 28 applicants and staff selected their top 10 plus one additional material-testing firm to meet anticipated project needs.
“We always say that we’ll take between 5 and 15,” staff told the council, adding that the selection considered proposal quality, fit with expected capital-improvement projects and the city’s prior experience with the firms.
Councilmember Gentry asked whether any El Mirage-based firms had applied; staff said none were identified among the submittals. The motion to authorize the list was moved by Vice Mayor Parsons and seconded by Councilmember Winston; the motion carried 6–1.
Why it matters: On-call consultant lists are used to speed procurement of engineering, design and testing services for capital projects. Having a prequalified roster can reduce procurement lead time for routine and midscale projects.
