TEU committee defers JEA five-year contribution bill after failed challenge to chair

The Transportation, Energy and Utilities Committee on June 17 deferred bill 20250188, a proposed five‑year agreement with JEA, after a motion to overturn the chair's decision to defer failed at the committee meeting.

The committee chair opened the meeting saying the item would be deferred “to follow suit of what we have done in the other 2 committees.” Councilmember Jimmy Palouseau moved to overturn the chair’s ruling, saying, “This is incredibly important to our city,” and asking the committee to take up the item immediately. The motion to overturn failed and the chair formally announced, “Item number 1, 20250188 is deferred.”

The discussion centered on timing and the need for more information. Kurt Wilson, who identified himself as representing JEA, told the committee, “This is a new 5 year agreement.” Councilmembers said some colleagues wanted additional outreach and explanations before a vote; Councilmember Matt Carlucci said passing the contribution before the mayor finalizes a budget would allow the mayor to include it in her proposed budget.

Edward Linsky, the council auditor, described pending amendments to the draft as technical wording changes. Committee counsel cited council rule 4.203 when members questioned whether they could debate the chair’s ruling; the rule permits appeals of the chair’s ruling and requires a majority vote, with no debate allowed per the rules as read at the meeting.

Because the committee voted to maintain the deferment, the bill will not move forward from this committee until it is scheduled again. The committee did not adopt the substance of the proposed agreement at this meeting; members asked for additional outreach and information before taking final action.
