Votes at a glance: UDC faculty contract approved; consent items amended or postponed

The Council addressed several consent and emergency items at its June 17, 2025 additional legislative meeting. Key outcomes:

• University of the District of Columbia collective bargaining agreement (PR26‑219; underlying resolution PR 20‑6‑220): The Council approved an emergency declaration and then the underlying approval resolution for the ninth master agreement between UDC and the UDC Faculty Association/NEA. The agreement covers Oct. 1, 2022, through Sept. 30, 2025; it includes a fiscal‑year‑2025 salary structure with a 3% cost‑of‑living adjustment, promotion catch‑up payments and continuity pay adjustments. The Council noted the CFO estimate that $14,800,000 is sufficient to cover the agreement over the financial plan. Both the declaration and the underlying resolution passed unanimously.

• Consent‑agenda changes and votes: Chair Phil Mendelson and members removed three items from the consent agenda for separate consideration. The Board of Trustees Training Amendment Act of 2025 (Bill 20‑6‑62) was postponed to the July 1 legislative meeting. The Residential Tranquility Amendment Act of 2025 (Bill 20‑6‑189), a permanent version of emergency language previously adopted, passed on final reading; Councilmember Parker recorded his vote as no and the chair announced the ayes carried. The Family Rehousing Stabilization Program Protection Temporary Amendment Act of 2025 (Bill 20‑6‑269) was moved to be postponed indefinitely and that motion passed unanimously.

• Other postponements: The Review of Agency Action Clarification Amendment Act of 2025 (Bill 20‑6‑408) was postponed to the July 1 legislative meeting after an objection was withdrawn and the chair called for postponement.
