Toledo council approves package of appropriations, equipment purchases and grants

The Toledo City Council on June 17 approved a series of emergency ordinances and appropriations covering capital repairs, equipment purchases, parks projects and grant applications.
Key approvals included appropriations and authorizations to proceed with procurement and contracts for the following (titles and amounts reflect ordinance language in the council record):
- Mobile leak detectors for citywide water repairs: appropriation and expenditure not to exceed $150,000 from the Water Replacement Fund (Ordinance 2 607-25). Passed on roll call.
- Plant HVAC systems repair/replacement at the Water Reclamation Plant: appropriation and expenditure not to exceed $300,000 from the Sanitary Sewer Replacement Fund (Ordinance 2 68-25). Passed on roll call.
- Grit removal system electrical/tray replacement at the Water Reclamation Plant: appropriation and expenditure not to exceed $400,000 from the Sanitary Sewer Replacement Fund (Ordinance 2 69-25). Passed on roll call.
- Tree sidewalk rehabilitation pilot: appropriation and expenditure not to exceed $65,000 from the Capital Improvement Fund to pilot a tree sidewalk rehabilitation program (Ordinance 2 59-25). Passed on roll call.
- Grove Patterson Park tennis court renovation: appropriation and expenditure of $60,000 from the Capital Improvement Fund District Improvement Program; separately the mayor was authorized to apply for an Ohio Department of Natural Resources grant of $91,564 for Grove Patterson tennis court improvements (Ordinances 2 65-25 and 2 74-25). Both measures passed; the grant application does not guarantee award.
- Police equipment and grants: Acceptance of a Byrne/JAG grant of $41,250 for the Toledo Police Department (2024 Byrne JGAO323501), authorization to expend up to $20,000 from the general fund for vehicle camera systems and to contract with Midwest Public Safety, LLC, and waiver of competitive bidding where noted (Ordinance 2 75-25). Passed on roll call.
- Purchase of mobile data terminals and other police technology: appropriation and expenditure not to exceed $95,000 from the Capital Improvement Fund for mobile data terminals (Ordinance 2 706-25). Passed on roll call.
- Human resources and personnel-related contracts: employee assistance services (not to exceed $105,000 from the General Fund), health care/wellness consulting (not to exceed $148,000 annually from the Health Care Internal Service Fund), and employee engagement activity funding ($36,000) were authorized (Ordinances 2 70-25, 2 71-25, 2 72-25). All passed on roll call.
- Human Capital Management project: re-appropriation and appropriation of $171,000 from the Capital Improvement Fund for data management, retention and security work related to the city’s human capital management system (Ordinance 2 73-25). Passed; one council member recorded a "no" vote on the roll call recorded in the transcript.
Council members voted on each measure by roll call; most passage votes were recorded as "motion carried" and the clerk read the roll for each ordinance. Several measures were designated as emergency ordinances to allow the administration to proceed with procurement and contracting as described in the ordinance text.
Several routine proclamations and ceremonial resolutions were also adopted during the meeting. Where the ordinances required grant applications (for example the ODNR grant for Grove Patterson tennis courts), the council authorized submittal but did not record any grant awards; awards are contingent on the granting agency.
