Council holds three zoning items — including 4004 Angola Road — after objections; return set for summer agenda

The Toledo City Council voted on June 17 to hold three zoning map amendments — ordinances listed as 02/23/25, 02/24/25 and 02/25/25 — after a request from Councilwoman Morris, chair of the Planning and Zoning Committee. One of the affected parcels is at 4004 Angola Road.

Councilwoman Morris asked that the three items be held for two weeks to allow committee review. Councilman Martinez objected to the hold and urged the council to vote the items up or down, saying the matter had been "dragging on" and urging the council to resolve it. Martinez raised concerns about environmental and neighborhood impacts, oversight by the administration, and what he described as "ethical concerns about the former director that is now the CEO," adding, "something just doesn't smell right." Martinez said the council should at minimum vote on at least two of the three measures rather than postpone them again.

Council members debated procedure briefly. The clerk clarified that voting "yes" would hold the items for two weeks and voting "no" would leave them on the agenda. On the roll call the motion to hold carried; later in the meeting the clerk advised that because of the council's summer schedule the items will be held for the next regular agenda, effectively four weeks.

Council members did not vote on the substance of the rezoning measures at the June 17 session. The items will return to the council agenda after the hold period and committee review. Council members and residents who raised concerns will have the opportunity to readdress the items when they are returned for action.
