Council approves amendment to interlocal agreement with Aging and Long Term Care of Eastern Washington

The Spokane Valley City Council voted 4–1 on June 15 to approve amendment number 4 to the city’s interlocal agreement with Aging and Long Term Care of Eastern Washington, the region's Area Agency on Aging. The change is intended to comply with a recent federal amendment that prohibits volunteers on the planning council from also serving as voting board members.
Deputy City Manager Eric Lamb and city staff explained that the Older Americans Act provides for Area Agencies on Aging and that the amendment reflects a federal change requiring a separation between the volunteer planning council and the board of directors. The city has participated in the agency since 2019 and holds one representative seat on the board.
Council Member Laura Padden (as noted in the administrative report) currently serves as the city's representative on the Aging and Long Term Care board; Council Member Kelsey Buerkle moved to table until Padden could appear but motion lacked a second and failed. Council Member Ben Wicks opposed tabling and said there was no substantive objection identified by Padden during administrative briefings.
After limited council discussion and no public comment, council members approved the amendment by recorded voice vote; the minutes show the final tally as 4–1. Staff said Aging and Long Term Care's executive director is scheduled to present an annual report on July 15 with additional information on services and outcomes in the member jurisdictions.
The approval updates the city's formal relationship with the regional agency to ensure compliance with federal rules regarding board composition and planning council volunteers.
