AB 378 would let classified school staff employed by joint powers authorities join summer assistance program
Summary
AB 378 would extend eligibility for the Classified School Employees Summer Assistance Program (CSAP) to classified employees of joint powers authorities so they can set aside wages during the school year for a state match during summer months, sponsors said.
Assemblymember Valencia presented AB 378 to extend eligibility for the Classified School Employee Summer Assistance Program (CSAP) to classified school employees who are employed by joint powers authorities (JPAs).
Cassie Mancini, legislative advocate for the California School Employees Association (CSEA), said CSAP allows low‑wage classified staff to set aside up to 10% of their pay during the school year to receive a dollar‑for‑dollar state match in the summer when work is unavailable. CSEA told the committee that joint powers authorities employ classified workers who provide transportation, nutrition, special‑needs services and other essential functions but are currently excluded from CSAP.
Supporters included AFSCME, the California Federation of Labor Unions, educators’ unions and state superintendent offices listed as co‑sponsors. No opposition witnesses were recorded at the hearing.
