Sponsor Senator McNerney said the committee amendments add clarity to ensure state ADU law conforms with SB 9 and to ensure consistency in local application reviews. The sponsor and witnesses said some jurisdictions have interpreted ADU rules inconsistently and that clearer statutory language would help municipal staff, homeowners, and small builders. "This is a cleanup bill that provides clarity and consistency in the home permitting process," Jonathan Pacheco Bell of the Casita Coalition told the committee.
The bill clarifies that local governments have 15 business days to conduct an initial review of an ADU or JADU application and notify applicants so they have time to correct deficiencies; it also clarifies size standards and other technical rules. Supporters including Unidos US and California YIMBY spoke in favor; no opposition witnesses were recorded at the hearing.
Committee members moved the bill and recorded a unanimous roll call in favor. The committee voted to pass SB 543 as amended to the Assembly Committee on Local Government.
