Jody Holman, district manager for the Consolidated Mosquito Abatement District, told the Parlier City Council on June 19 that the district will begin a targeted Wolbachia sterile‑male release program in a north Parlier neighborhood to reduce populations of the invasive Aedes aegypti mosquito.
Holman described the technique — releases of male mosquitoes infected with a naturally occurring bacterium called Wolbachia — and its prior use under experimental permits from 2016 to 2019 in Fresno and Clovis, where the district reported more than a 98% population reduction in trial areas. She said the Wolbachia strain used is now registered by the U.S. Environmental Protection Agency and the California Department of Pesticide Regulation as a biological pesticide, allowing registered districts to purchase and apply Wolbachia males.
The planned intervention targets the neighborhood north of Manning, south of Tuolumne and between Madsen and Orritt avenues. Holman said releases would be twice a week at 15,000 males per release (30,000 males weekly) during a tentative 16‑week period from June through October, with the goal of domination of mating and progressive population decline. "Male mosquitoes do not bite," Holman told the council; the method relies on cytoplasmic incompatibility so eggs laid by wild females mated with the released males will not hatch.
The district will complement releases with wide‑area larvicide applications as needed, and it will operate an extensive monitoring program of traps and weekly field checks. Holman said the district has already placed traps, run historical surveillance and is conducting door‑to‑door outreach and Spanish‑language engagement in the target area. She provided brochures, a QR code link to the district website and said staff member Anna Ramirez Perez — bilingual and connected to regional vector‑borne disease programs — is doing direct outreach.
Council members and residents were told the district will adjust releases based on monitoring data and would stop releases if target populations fall to near zero. Holman asked the council and city staff to refer resident calls about the program directly to the district; she offered to staff outreach booths at community events and to bring educational materials and demonstration cages to show that male mosquitoes do not bite.
Why this matters: Aedes aegypti is a container‑breeding mosquito that can transmit dengue and other viruses; districts across California are testing and deploying new, species‑specific control methods. The program involves live insect releases, neighborhood-level monitoring, and public outreach to minimize confusion and increase acceptance.
