Board approves moving Blacker Canal project to bid after Cal OES funding approval

Reclamation District 900’s board unanimously authorized staff on June 5 to proceed to bid on the Blacker Canal construction project after the California Governor’s Office of Emergency Services (Cal OES) approved $1.1 million in grant funding.
Staff said the project has been developed over multiple years. Earlier bid estimates had been as high as $4 million; after redesign and updated pricing the district now estimates construction at about $3 million. Staff said Cal OES had $1.1 million available for the project and recommended accepting that award rather than pursue uncertain additional FEMA funding. Project costs include substantial permitting and mitigation fees; staff estimated fish and wildlife mitigation and permit costs near $500,000.

Trustees asked whether a higher final cost would require return to the board. Staff confirmed that once the district receives bids, it will present bid results and recommended award for board approval. Staff also noted the grant expires at the end of next year and said construction should proceed next year to meet grant deadlines.
The board approved the motion to proceed to bid and authorized staff to accept the Cal OES funding and seek construction bids. No public comments were made at the meeting on the item.
