Fair board requests larger county support for carnival rides, cites need to rebuild attendance

Representatives of the Seward County Fair Board told commissioners they are asking the county for larger financial assistance this year to help bring carnival rides and to boost community attendance after two years of reorganization.

The fair board's representatives said they convened a new volunteer board, identified sponsorships of roughly $15,000 so far, and are attempting to secure a small set of rides and interactive attractions. The board presented a draft request that included a larger county appropriation (a figure discussed in the meeting materials was $70,000) intended to cover carnival guarantees and to allow the fair to offer wristbands or reduced prices to broaden participation. Board members said they had limited lead time this year and faced vendor scheduling constraints: major carnivals are often booked well in advance, and the earliest available full carnival dates sometimes extend into the next year; the plan at present is to host six smaller rides and family attractions, plus a zip line and other smaller inflatables, with costs for rides and deposits ranging into the tens of thousands.

Commissioners asked about the fair association's bylaws and a historical provision that had linked commissioners' appointments with funding levels; staff said the bylaws dated from prior boards and key language would need review. Commissioners also encouraged the fair board to produce a more detailed breakdown of what county funds would buy and to continue fundraising and sponsorship outreach. The fair board pledged to return with a list of confirmed sponsorships, firm expense estimates and a plan for how any county funds would be used and reported.

No funding decision was made at the session; commissioners requested the fair board provide additional documentation to support any increased appropriation request during the next budget cycle.
