Idaho Falls RDA to keep current auditor for one year; approves minutes, finance report and recognizes longtime counsel's retirement

At its June 18 meeting the Idaho Falls Redevelopment Agency voted to retain its current auditor for one additional year and to consider an RFP for audit services early next year.
Cassie, the agency finance staff, told the board she received a letter from the current audit partner indicating he will retire Oct. 30. Cassie said Moss Adams estimated including the RDA audit with the City of Idaho Falls audit would cost about $22,000, compared with the agency's current auditor fee of about $7,000 and an additional estimated $6,000 for preparing financial statements. Board members discussed timing and the practical difficulty of switching auditors during the upcoming audit cycle; the consensus motion was to keep Red and Company for one more year and revisit going to bid early next year.
The agency also approved routine items by voice vote: the May 15 meeting minutes and the finance report for June, which listed monthly vendor payments and the budget-to-actual report for each redevelopment project area.
The board acknowledged a retirement letter from attorney Ryan Armbruster, described in the meeting as a long-time specialist in tax-increment finance and urban renewal in Idaho; members praised his years of service and succession planning at the firm. The agency also noted a recent law-firm rate update: Megan's hourly rate set at $275, associates $250 and paralegals $130. The rate change was entered into the record; board members indicated support for the revised rates.
All motions recorded in the meeting were approved by voice vote with no recorded roll-call dissent. The agency scheduled its next meeting for July 17, 2025.
