Idaho Falls RDA approves memorandum with Angelo Development and retains consultant for riverfront work

The Idaho Falls Redevelopment Agency voted June 18 to approve a memorandum of understanding with Angelo Development for a Snake River riverfront project and to authorize Task Order No. 10 retaining consultant Brad Kramer to perform eligibility and planning work for that area.
Megan, who drafted the MOU, told the board the document is consistent with prior MOUs and calls for Angelo Development to pay $5,000 upfront and an additional $20,000 if the City Council approves eligibility, to fund the agency's consultant work. "It is consistent with prior memorandums of understanding that you've had with development groups," Megan said.
Board members discussed project location and complications from shallow rock and pending highway/interchange changes. Kramer asked whether the study boundary should expand to include the Fremont/highway intersection and some state-owned right-of-way to preserve flexibility for future public-rights-of-way or signal improvements; staff said public-owned property can be included in a URA boundary if the agency plans to spend revenue-allocation dollars there.
The agency approved the MOU and then approved Task Order No. 10 to retain Kramer for the study and related work. Board members indicated the boundary for the study will be expanded to include center lines at Fremont and the highway and the river edge/path as appropriate to preserve future options. The motions passed by voice vote.
