NTTA forecasts about $26.9M in cooperative and exempt procurements for Q3 2025

NTTA staff presented a procurement outlook for July through September 2025 that identifies roughly $26.9 million in expected cooperative and exempt procurements, including major renewals for data-center hardware and lane-system power components as well as several new IT initiatives.
Jeff Daley summarized the third-quarter outlook and said the authority accesses multiple cooperative purchasing organizations but primarily uses the Texas Department of Information Resources (DIR) contracts for competitively evaluated cooperative procurements. Daley said the forecast includes 16 procurements in total, with nine renewals and seven new procurements.
About half of the forecasted spending is tied to planned renewals for high-performance storage and servers used in NTTA's data center and lane systems; Daley estimated roughly $18.5 million for those items. New procurements highlighted include data governance and data tools, ServiceNow, AI professional services, and specialized CJIS managed services for safety operations center systems. Lane-level uninterruptible power supply (UPS) replacements were also listed.
Daley said the procurements are either renewals (routine replacement or end-of-life refreshes, typically every three years for storage) or support for new initiatives that require specialized services. He offered to answer board questions and noted staff will return with contract recommendations when procurements reach the board for approval.
