Board approves El Dorado Hills CSD park impact fee increases tied to CPI adjustments

The El Dorado County Board of Supervisors on Tuesday adopted a resolution to increase development impact mitigation fees for parks and recreation charged on behalf of the El Dorado Hills Community Services District (CSD), applying consumer price index adjustments for calendar years 2023 and 2024.
The board held the required public hearing and heard staff from the chief administrative office explain the County acts on behalf of special districts to adopt fee changes under the California Mitigation Fee Act. Allison Winter of the chief administrative office told the board the CSD requested annual inflationary adjustments that the board must approve by resolution at a noticed public hearing.
Why it matters: The changes are ministerial CPI adjustments based on the CSD's fee nexus studies. Staff said the revised fees would take effect 60 days after adoption, and that prior years’ CPI-based changes for 2020–2022 had already been approved.
Public comment included residents and local CSD representatives. Chris Payne, speaking for Diamond Springs residents, and other callers expressed concern about fee increases and their impact on smaller homeowners and projects. Stephanie Janssen, acting general manager for El Dorado Hills CSD, and Steve Ferry, president of the CSD board, said the district supports the adjustments and noted the CSD provides parks, recreation and other community services funded in part by those fees.
Outcome: The board voted 5-0 to adopt the resolution. Staff said the increased fees would become effective 60 days after adoption and that the CSD board had previously passed the same increases at the district level.
What’s next: Residents affected by the fee changes can review the CSD’s fee reports and nexus studies; staff indicated the adoption is largely ministerial when based on the district’s requested CPI adjustments.
