Planning Commission backs 8-foot chain-link fence at 570 N. Cameron Street

The Winchester Planning Commission on June 17 recommended that City Council approve a conditional use permit (CUP) allowing an eight-foot chain-link fence along the front yard-retaining wall at 570 North Cameron Street.
City planning staff Sam Davis said the parcel is about 3.75 acres and part of the ongoing adaptive-reuse project known as the O Pack project. Davis described the request as “for 8 feet” of chain-link fencing along a retaining wall adjacent to the CSX railroad, noting the proposed chain-link meets the city’s 25% openness requirement while exceeding the usual four-foot maximum for front-yard fences.
The commission’s recommendation, moved and seconded during the public hearing, included conditions from staff: approval of a zoning fence permit, a limit that the fencing “shall not exceed 8 feet in height,” and permission to replace that section of fencing without returning for a new CUP while an active railroad remains present. Davis also reminded the commission that building code requires at least a 36-inch barrier on top of any retaining wall.
No members of the public spoke in opposition during the hearing. Commissioners said they had discussed the item at the work session and had no outstanding questions at the hearing.
The commission’s motion forwarded the recommendation of approval to the city council; planning staff will process a zoning fence permit if council concurs.
The request cited Section 18-9-4 of the Winchester zoning ordinance as the conditional-use provision under which the CUP was filed.
