Staff said the site meets the neighborhood local retail module in the city’s future land‑use plan and that building elevations, materials and landscape plans comply with Planned Development District 98 design standards. The project is one story at about 22 feet in height; staff told commissioners the parking and landscaping plans meet city requirements. Eight property owners within 200 feet were notified and staff reported no correspondence in opposition. Danielle Carter, a third‑party entitlements consultant for McDonald’s, introduced herself and offered to answer commission questions; none were raised that changed staff’s recommendation.
A commissioner confirmed the site’s entrance is roughly 300 feet north of FM 1387; staff said the lot owner has held Development Review Committee meetings on potential commercial uses of an adjacent parcel. The commission voted 7–0 to approve the specific‑use permit as presented.
